Dear Mr. Roat:
This letter is in response to your correspondence of 3/12/2002 inquiring about laws or regulations that require shoes or other footwear for the general public in public places.
There are no regulations regarding shoes or footwear in the State of Connecticut Public Health Code Regulations 19-13-B42 (Sanitation of Places Dispensing Foods or Beverages); 19-13-B40 (Sanitation of Foodstuffs); 19-13-B48 (Itinerant Food Vending); or 19-13-B49 (Catering Food Service). There are also no regulations in Connecticut General Statutes regarding footwear and food establishments.
An establishment, at the request of their insurance company, may have posted the signs, saying that this is a requirement of the Health Department. However, there are no State Regulations or General Statutes to support this statement. The local health authority may adopt codes that are more stringent than the state regulations. You may wish to check with the local health authority.
